Head of Programme Delivery

  • Business Services Organisation (BSO) is part of Health and Social Care, the largest employer in Northern Ireland with approximately 70,000 staff covering all elements of the delivery of Health and Social care. BSO provides a broad range of shared services including regional business support functions and specialist professional services to HSC. This includes Enterprise IT services and the delivery of a range of transformational technology-led programmes and projects for use by all HSC organisations. 

    These IT services are delivered by the ITS function within the Customer Care and Performance Directorate of the BSO.

    BSO Information Technology Services has a requirement for a Head of Programme Delivery to lead a multi-year portfolio of programmes. The total value of this programme is approximately £300 million over a timescale of 5 to 7 years based on the current plans.

    The role will involve management and oversight of all capital programmes delivered by BSO ITS. The role will include internal programme/project governance and the management of staff and programme funding. 

    Examples of Programmes will include
    • Laboratory Systems replacement (LIMS)
    • Imaging Systems replacement (NIPACS+)
    • Health and Care Number replacement (Digital Identity Services)
    • Cyber Security programme
    • E-Pharmacy

    This is an exciting new post which also represents an opportunity to shape the use of technology and supporting services within Health and Social Care in Northern Ireland.

    The Head of Programme Delivery will be one of 3 direct reports to the Assistant Director of BSO ITS working closely with the other 2 direct reports, the Head of Operations and Head of Infrastructure. 

    A key part of the role, in addition to programme delivery, will be to act represent the interests of the BSO, the Director CCP and AD ITS within all programme governance structures and other forums as required. This will require the post holder to have detailed knowledge not only of all programme activity but also detailed working knowledge of the ITS Infrastructure and Operations functions. 

    The successful applicant will have experience of successful IT/technology-led programme delivery at an Enterprise scale.

    AFC 8c Salary £58,504 -£71,243
