Future of NI Health and Social Care Seeks Director

  • A major new health and social care IT initiative is underway in Northern Ireland and the HSCNI has opened applications for a Programme Director to lead the innovative encompass digital programme.

    The ambitious encompass programme represents an investment of £450 million from the Health and Social Care system in Northern Ireland (HSCNI) and aims to create a single digital record for every person in Northern Ireland to integrate and modernise the patient care journey across hospital, community, mental health and social care.

    The encompass digital programme will bring together patient records, across multiple health and social care systems and will span all five Trust areas in Northern Ireland, positively impacting 2 million patients and some 80,000 HSCNI staff.

    This week the HSC Business Services Organisation launched a bid to find a Programme Director for encompass, to lead this programme to transform patient care across the region through the provision of a new digital platform that brings patients, their carers and families into their care journey to deliver new experiences and better services.

    The Programme Director will be part of the wider Digital HSCNI leadership team and will play a key role in the Digital future of Health Care in the region.

    Dr Dermot Hughes, The Senior Responsible Owner (SRO) for the programme, explains: “encompass is a key part of the HSC modernisation and reform agenda. The encompass programme will provide digitally-enabled whole system transformation. It will change how care is delivered and how the public will access care.  This platform will streamline services and patient journeys by linking information across primary, secondary, community and social care, across all Trust regions.”

    Dan West, the Chief Digital Information Officer for Health and Social Care, added: “We are now looking for a suitably qualified person to lead this change. Applications are invited for the role of Programme Director - someone who is passionate about transforming services for citizens - who can help HSCNI deliver on it its ambition to be the first UK country with a single, connected electronic patient health and social care record.”

    The successful candidate will be instinctively collaborative and people focused, capable of building new solutions that engage HSC staff and the population of Northern Ireland in a new health and wellness journey.

    The encompass project represents investment in future patient services of £450 million.  The first Trust is due to go-live in the latter part of 2023 and the programme runs for 12 years in total.

    American software developer Epic was awarded the contract to partner with encompass and HSCNI to develop the new system which is scheduled to be in use across all five Trusts by 2025
